The Preparatory Year of Romanian Language for Foreign Students

General information

The Preparatory Year of Romanian Language for Foreign Students addresses foreign students who want to enrol in undergraduate and postgraduate studies delivered in the Romanian language.

The Romanian language courses are delivered throughout an academic year (2 semesters x 14 weeks) to undergraduate/ master’s/PhD students. Attendance is compulsory for all classes.

Students who can enrol in this programme:

1. Romanian diaspora

According to Law 299/2007 regarding the support granted to Romanian diaspora, as republished and amended, the category of Romanian diaspora includes:

a) People who freely assume Romanian cultural identity: people of Romanian origins, or pertaining to the Romanian linguistic and cultural framework, who live outside the Romanian borders, regardless of their assumed ethnicity (Armani, Armânji, Aromanian, Bassarabian, Bukovinian, Kutso-Vlach, Dacian-Romanian, Macedo-Romanian, Herten, Istro-Romanian, Latino Danubians, inhabitants of Maramureș, Megleno-Romanian, Moldovan, Moldovlach, Rrămâni, Rumâni, Vlach, Voloch, Macedo- Armânji and other semantically related lexical forms).

b) Romanian migrants, whether they have kept the Romanian citizenship or not, their descendants, as well as Romanian citizens living abroad.

Members of the Romanian diaspora who do not speak Romanian will attend the Preparatory Year of the Romanian language according to the law in force.

c) Members of the Romanian diaspora who have acquired language competences in non-formal or informal environments can obtain proof of linguistic competence following an evaluation (minimum level required is B1, according to the Common European Framework of Reference for Language Learning. The evaluation and certification can be organized by national higher education institutions accredited to organize the Preparatory Year of Romanian language for foreign students. Alternatively, certification can be obtained abroad through Romanian lectureship at the Romanian Language Institute or at the Romanian Cultural Institute, through transparent procedures.

2. Citizens of EU-member states and non-EU citizens

Foreign citizens can enrol in the Preparatory Year of Romanian language organised by institutions of higher education according to the legislation regarding the organization and functioning of the Preparatory Year of Romanian language.

  • Transcript of Records – original document and translation
  • Birth certificate (translated);
  • Marriage certificate (if be the case, translated);
  • Copy of I.D. card (proof of residence);
  • Copy of foreign passport and passport of Romanian citizen living abroad;
  • Health certificate – original and translation
  • 1 file;
  • 3 (three) I.D. photographs;
  • – Notarized declaration of the candidate that they do not possess a Romanian ID card/ residency card
  • Declaration of freely assuming Romanian cultural identity, according to the law in force and Annex 3 of the Methodology of Schooling for Romanian Diaspora 2017-2018.

 

Admission fee:
Members of the Romanian diaspora are exempt from the admission fee for the Preparatory Year of Romanian lanaguage.

Tuition fee:
Members of the Romanian diaspora whose studies are not subsidised must pay the same tuition fee as Romanian citizens.

  • Pruebas de Aptitud para el Acceso a la Universidad, calificación Apto from Spain;
  • Panellinies Exetaseis – certificate for national exams for high school from Greece;
  • Certificate issued by Verket för högskoleservice regarding the access to university studies from Sweden;
  • Scholastic Aptitude Test (SAT) or ACT from the United States of America.
  • Copy for the study documents issued in international languages (English, French, Spanish, Italian) or copy and legalized translation in Romanian for study documents issued in other languages.
  • Personal identification documents (copy):
  • Passport
  • Identity card
  • Proof of name change (if it is necessary) Romanian, English, French, Spanish, Italian copy and legalized translation for other languages
  • Birth certificate
  • File
  • 3 (three) I.D. photographs
  • Evaluation tax: 50 RON
  • Application form for the equivalence of the baccalaureate diploma obtained abroad.

Admission and tuition fees can be paid at the National Centre for Recognition and Equivalence of Diplomas (NCRED) cash desk (Monday to Thursday, 9:00 – 12:00 and 13:00 – 15:00) or by payment order / postal mandate / bank transfer, mentioning the following:

The euro taxes are calculated at the RON – Euro exchange rate displayed by the National Bank of Romania on the day of the bank transfer.

Important: The IBAN code, the name of the studying holder and the name of the employer requesting recognition (if necessary) must be mentioned on the payment order/ postal mandate!

For states that are part of the Hague Apostille Convention, the study documents submitted to equivalence / recognition must have the Hague Apostille from the competent authorities from the issuing countries. Study documents from Italy, Greece, Spain, Portugal and Cyprus will have the Hague Apostille, The other EU member states are exempted.
For states which are NOT members of the Hague Apostille Convention, the study documents will be legalized for overseas use or will have an authentication Certificate issued by the competent authorities from the country of origin:

  • Legalization for overseas use is applied by the Ministry of Foreign Affairs from the issuing country and by the Romanian Embassy / Consulate, or by the Ministry of Foreign Affairs from the issuing country and the country’s Embassy / Consulate in Romania and the Romanian Ministry of Foreign Affairs. For countries in which there are no diplomatic missions or do not have diplomatic missions in Romania, the study documents will be checked by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country;
  • The exemption from legalization for overseas use is allowed under the law, an international treaty in which Romania is a party member or on the basis of reciprocity.

Required documents for foreign citizens from non-EU states

  • Application form;
  • Baccalaureate, High School Diploma or equivalent (copy and legalized translation);
  • Transcript of Records (copies and legalized translations);
  • Birth certificate (copies and legalized translations);
  • Passport copy;
  • Copy of the document proving stable residence abroad;
  • Health certificate in an international language attesting that the applicant does not suffer from contagious/chronic diseases;
    1 file;
  • 3 (three) I.D. photographs;
  • Application form for the equivalence of the baccalaureate diploma obtained abroad (2 copies)

Taxes for foreign citizens 2018 – 2019

Tuition fees:
Foreign citizens from EU member states and non-EU states will pay a tuition fee of 220 euros / month for the Romanian Preparatory Year of Romanian language.
